test_ipaddr: reverse ASSERT_EQ order
Make these warnings go away:
warning: test/test_ipaddr.cc:217:156: converting ‘false’ to pointer type for argument 1 of ‘char testing::internal::IsNullLiteralHelper(testing::internal::Secret*)’ [-Wconversion-null]
