Fix test_ressources_gced_in_workers() of test_concurrent_futures:
explicitly stop the manager to prevent leaking a child process
running in the background after the test completes.

When parsing an "elif" node, lineno and col_offset of the node now point to the "elif" keyword and not to its condition, making it consistent with the "if" node.
