Add C functions _PyTraceMalloc_Track()
Issue #26530:
* Add C functions _PyTraceMalloc_Track() and _PyTraceMalloc_Untrack() to track
memory blocks using the tracemalloc module.
* Add _PyTraceMalloc_GetTraceback() to get the traceback of an object.
