Use class methods for VersionCheck

All of these methods are stateless, there was no point to have them as
instance methods.

Mostly this allows us to remove an `allow_any_instance_of` usage.

Enable more frozen string in lib/**/*.rb

Enables frozen for the following:

* lib/*.rb
* lib/banzai/**/*.rb
* lib/bitbucket/**/*.rb
* lib/constraints/**/*.rb
* lib/container_registry/**/*.rb
* lib/declarative_policy/**/*.rb

Partially addresses #47424.

Update version check images to use SVG
