This CL helps race.bash finish in a reasonable amount of
time. Otherwise the Match/Hard1/32M benchmark takes over 1200 seconds
to finish on arm64, triggering a timeout. With this change the regexp
benchmarks as a whole take only about a minute.

For many patterns we can compute the minimum input length at compile time.
If the input is shorter, we can return early and get a huge speedup.
As pointed out by Damian Gryski, Perl's regex engine contains a number of
these kinds of fail-fast optimizations:

This allows the one-pass executions to have their
own pool of (much smaller) allocated structures.
A step toward eliminating the per-Regexp machine cache.
Not much effect on benchmarks, since there are no
optimizations here, and pools are a tiny bit slower than a
locked data structure for single-threaded code.

This benchmark - in contrast to all other benchmarks - was
running the regexp match on 1-byte substrings of the input
instead of the entire input. Worse, it was doing so by preallocating
a slice of slices of every 1-byte substring. Needless to say,
this does not accurately reflect what happens when the regexp
matcher is given a large input.

strings.IndexByte was introduced in go1.2 and it can be used
effectively wherever the second argument to strings.Index is
exactly one byte long.
This avoids generating unnecessary string symbols and saves
a few calls to strings.Index.

There were no allocations in regexp.Match for *non* onepass regex
because m.matchcap length is reset to zero (ncap=0 for regexp.Match).
But, as for onepass regex, m.matchcap length remains as it is even when
ncap=0 and it leads needless allocations.

Shave 6.5 minutes off the *-race build time.
The *-race builders run:
go test -short -race -run=^$ -benchtime=.1s -cpu=4 $PKG
... for each package with benchmarks.
The point isn't to measure the speed of the packages, but rather to
see if there are any races. (which is why a benchtime of 0.1 seconds
is used)
But running in race mode makes things slower and our benchmarks aren't
all very fast to begin with.
The regexp benchmarks in race were taking over 6.5 minutes. With this
CL, it's now 8 seconds.

The tree's pretty inconsistent about single space vs double space
after a period in documentation. Make it consistently a single space,
per earlier decisions. This means contributors won't be confused by
misleading precedence.
This CL doesn't use go/doc to parse. It only addresses // comments.
It was generated with:

updated the file names (re2-exhaustive.txt.bz2 not re2.txt.gz)
as well as the re2 make command (make log).

This update makes maxBacktrackLen return 0 if
len(prog.Inst) > maxBacktrackProg. This prevents an attempt to
backtrack against a nil bitstate.
Fixes #10319
