Add initial support for Python bindings
The bindings are based on a patch by Kevin Kubasik, attached to bug 830 at:
http://bugzilla.openedhand.com/show_bug.cgi?id=830
The revised support adds acinclude.m4 for the Python m4 macros to find the
Python path and development headers, and small fixes for the configure
template.
It does not compile, as of yet.
