oidarray: introduce `git_oidarray_dispose`ethomson/oidarray_dispose
Since users are disposing the _contents_ of the oidarray, not freeing
the oidarray itself, the proper cleanup function is
`git_oidarray_dispose`. Deprecate `git_oidarray_free`.
