filter: add GIT_FILTER_NO_SYSTEM_ATTRIBUTES option
Allow system-wide attributes (the ones specified in
`/etc/gitattributes`) to be ignored if the flag
`GIT_FILTER_NO_SYSTEM_ATTRIBUTES` is specified.
