This is a fix of #8705 proposed for trunk: instead of disabling the
problematic behavior (the Tupled case) as proposed in #8706, we
propose an auxiliary function to correctly determine whether an
application is exact, and use it there and also for existing Simplif
transformations.
As a side-benefit, the other Simplif optimizations are also improved
(thanks to a suggestion of Alain Frisch for constant blocks). For
example, the following beta-redex was not reduced by Simplif before
this patch, due to the fact that its arguments are constant:
(fun (x,y) -> x + y) (1, 2)

MPR#7672: add a Filename.quote_command function
This function takes care of quoting the command and its arguments
so that they are correctly parsed by the system shell
(/bin/sh for Unix, cmd.exe for Win32).
Redirections for std input (< file) and std output (> file) and
std error (2> file) can also be specified as optional arguments.
A 2>&1 redirection is used if stdout and stderr are redirected to the
same file.
The result is a string that can be passed directly to Sys.command or
to the Unix functions that expect shell command lines.

Ladjust_trap_depth replaces dummy Lpushtrap generated in linearize of
Iexit to notify assembler generation about updates to the
stack. Ladjust_trap_depth is used to keep the virtual stack pointer in
sync and emit dwarf information, without emitting any assembly
instructions. It therefore avoids generating dead code.

Improve running make alldepend from a clean tree

Dynlink does a weird dance of copying compiler files from various
places. The 'depend' target does not perform this copying, and instead
just 'touch'es the files that should be present to run -- defined in
DEPEND_DUMMY_FILES: if you run 'depend' after a build, you get the
real content of the files, but if you run without building you get
empty files.
This is (dubious but apparently) correct for most of those files which
should not generate dependencies anyway, but not for
dynlink_platform_intf.mli which contains important dependencies (as
in: removing them breaks the parallel build) and should be properly
built before 'depend' runs.

It seems that the dependency was introduced in 1998

and it was already unnecessary at the time.

GPR#8691 refactored the signal/async callback system, and introduced
new data races to `caml_something_to_do` and friends. These data races
morally already existed and are "benign", in the sense that they can
only cause more checks for async callbacks.
The corresponding functions are now marked with a special attribute
for whitelisting them. We do no longer use -fsanitize-blacklist, which
seemed to fail preventing warnings (???).

Makefile.dev is only included if a Git clone is detected.
make evaluates macros in target specifications when the Makefile is
read, which meant that the build-all-asts target caused `git ls-files`
to be called on every invocation of make. This tweaks it to be a
recursive call to make which puts the $(AST_FILES) macro in the recipe
where it is only evaluated when the target is requested.

This is a follow-up to commit a0fa9aa6e85ca4db9fc19389f89be9ff0d3bd00f
It removes the part of the clean target that invoked `make clean`
recursively. This is no longer needed and produced an error because
the interactive directory on which find was invoked had been removed
in commit f72a4b58f1881669de45228b2cb2059dd2ceabd0.

The recipe is trivial, so the dependency promotes unnecessary rebuilding.

This commit gets rid of the testsuite/makefiles subdirectory.
The summarize.awk file is moved to the testsuite directory, while
Makefile.one and Makefile.common are removed because they are no longer used.

Guarantee that allocation functions do no trigger callbacks when called from C

callbacks are pending.
This make us able to get rid of to xxx_to_do variables in `final.c`
and `memprof.c`. The variable is reset to 0 when entering
`caml_check_urgent_gc`, which is now the main entry point for
asynchronous callbacks. In case a callback raises an exception, we
need to set it back to 1 to make sure no callback is missed.

This makes sure that:
- Callbacks are never called when another is running
- The postponed queue is purged when setting memprof parameters
We now use a FIFO implemented as a circular buffer for remembering of
postponed blocks.
