Mock _wait_for_interface in test_run_with_sleep

When running unit tests in an environment without network access,
for example in a packaging env, test_run_with_sleep fails with a
timeout trying to list the network interfaces [1].

Mocking the _wait_for_interface call, as it is done currently on
master and stable/pike, fixes the issue. The original commit is
fdcb0922a5c4a4ecbb8cb1b307c6c750990699ff; this patch only grabs
the one mock from the original change.

[imagebuild] support requirements referring to /opt/stack/new

Now that ironic-lib builds IPA from source, the IPA building procedure
needs to support requirements referring to /opt/stack/new.

As upper-constraints are not actually needed in the finalise step, they're
no longer used there to avoid dealing with file:/// references. We also
allow pre-release packages to be installed by pip.

Also install git as it's a build requirement for PBR.

Only tinyipa is updated, as it's used in the ironic-lib gate.

Add option for building IPMItool into TinyIPA

IPMItool is required for discovering the IPMI/BMC address during
inspection, currently its not built into TinyIPA so this patch adds the
tool to make that feature work.

Correct error in Infiniband release note

The release note says that a MAC and Client-ID are calculated for
Infiniband nodes according to RFC 4390, but RFC 4390 actually says
'"chaddr" (client hardware address) field MUST be zeroed.' (see
https://tools.ietf.org/html/rfc4390#page-2). This commit changes the
release note to say "a Mellanox-specific translation", which matches the
comments in hardware_managers/mlnx.py.
