Add upper constraints to glanceclient

This will force pip install to use the upper-constraints.txt specified
version of pip modules. When you don't do this, you are out on the
bleeding edge and become unstable everytime some python library in the
world changes in a way that you don't expect.

The script is needed because it cleans up the conflicting entry that
corresponds to the client before applying it to source based
installation.

NOTE(tonyb): Use the stable/liberty branch fof the upper-constraints.txt
file

Add bash completion to glance client

Currently glance client does not support command completion.
The intention is to add this functionality to the client

Rename tools/pip-requires to requirements.txt and tools/test-requires
to test-requirements.txt. These are standard files, and tools in the
general world are growing intelligence about them.

Add unittests for the following modules:
* glanceclient.shell
* glanceclient.v1.shell
* glanceclient.v1.legacy_shell
* glanceclient.v2.shell
Also add mock library to the tools/test-requires

Allow for prettytable 0.7.x as well

Relax requirements to >= 0.6, < 0.8, as 0.7.x seems to
work as well. Added testcase to ensure this.
