Add nosehtmloutput as a test dependency.

Adding nosehtmloutput as a test dependency allows nose to output its
results to an html file. This will be used by Jenkins to save logs on
a different server.

It looks like an earlier fix for bug 933076 put the unittest2
dependency in the wrong file. Moving it to the correct file.

Added a version to the unittest2 dependency
Removed a blank line
