log take_action parameters in a single place

Previously each command logs take_action parameters explicitly
by using @utils.log_method decorator or log.debug().
Some commands have no logging.

This commit calls a logger in the base class and
drops all logging definition from individual commands.

Doc: Update and add IP address

Fix the 'ip floating' command documentation file name.
Add missing command list documentation for the 'ip fixed'
and 'ip floating pool' commands.  In addition, update the
command description and argument help to fix minor issues
and use consistent terminology.  And finally, cleanup the
Network command object formatting.

There are files containing string format arguments inside
logging messages. Using logging function parameters should
be preferred.

Remove api = apiName calls from each method

As discussed in https://review.openstack.org/#/c/36352/ for each
command, we were setting api = identity or volume... etc,
this was for an old way of calling commands that are is no longer
used.

Also removed openstackclient/common/command.py

Add fixed-ip and floating-ip commands

Adds:
* fixed-ip commands: add, remove
* floating-ip commands: add, create, delete, list, remove
* floating-ip-poo command: list

Also uses NAME_ATTR in the Resource class if present to determine
the attribute to be used for searching in utils.find_resource()
