Reduce lock levels to ShareRowExclusive for the following SQL
 CREATE TRIGGER (but not DROP or ALTER)
 ALTER TABLE ENABLE TRIGGER
 ALTER TABLE DISABLE TRIGGER
 ALTER TABLE … ADD CONSTRAINT FOREIGN KEY
