Contexts fail when using PYTRACER, and we want to measure coverage under
PYTRACER (at least for PyPy), so we need a more sophisticated strategy
for how to use contexts.

IronPython is weird: 2.7.7 has "str is unicode", and unicode.encode produces
unicode!  f_lasti is missing, and frame globals are missing.
