Replacing the auto-decoding by Python 3 with a
home-baked approach is not worth the effort,

Support ``python -m docutils`` with new module `docutils.__main__`.

Support ``docutils`` CLI command via "entry point" in setup.py.

Keep tools/docutils-cli.py for backwards compatibility
and manual installation.
Calls `docutils.__main__.main()`.
