- tool: pep8 was renamed and upgraded to pycodestyle 2.1, fixed 2 empty lines after class/def
- common github actions upgrade to v3 https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/

Fleshed out the rest of eventlet.green.thread, tweaked all.py so it discerns which tests will run when the frikkin internet is down, and used the improved corolocal that Tyler and I worked on (and fixed some bugs with it that these tests revealed.

Patcher-ized test_socket_ssl and test_socketserver. Also patcher-ized SocketServer, which allows it to successfullly pass its unit tests, which it failed previously because it was making a call to non-greened select.select().
