MAINT: Make appveyor config a dot-file
AppVeyor supports dot-file-style YAML named ``.appveyor.yml``:
- https://www.appveyor.com/docs/build-configuration/#yaml-file-alternative-naming
The Travis CI config is already a dot-file.
