BUG: Overhaul *_fill_value functions
These now:
* Return void scalars instead of tuples for structured dtypes
* Actually accept non-trivial dtype arguments
* Work for nested structured and subarray dtypes
* Uniformly convert scalar types into dtypes
Also fixes #9315
