Use special management ids for objects used in state transfer to new members. This prevents the ids getting out of sync across the cluster and allows management methods to be used reliably.

constants.rb: generate type code constants for AMQP types. Useful with Array.

framing/Array:
 - added some std:::vector like functions & typedefs.
 - use TypeCode enums, human readable  ostream << operator.

rubygen - fixed error in generation of exceptions for bad codes.
