Changed systemd support to requiring Networking start first.

Before the qpidd service was started in parallel to networking. Now it's
started after networking is started.

in The file /etc/sasl2/qpidd.conf, expand the list to: 
  ANONYMOUS DIGEST-MD5 EXTERNAL PLAIN
and improve the comments.
