This reverts revision 882218 which broke the Windows.

It also assumes that a MessageStore has an associated directory, which
is not the case for all stores. We need a portable way to associate
extra state with a store.

Transient flow-to-disk messages switched to store from BDB. Only single-queue transient messages are handled at this point, multi-queue bindings are blocked under all circumstances to prevent routing order dependencies from making the outcome inconsistent.
