NO-JIRA: Moved the mBean focused system tests to broker-plugins/jmx module. Renabled ManagementLoggingTest/ManagementActorLoggingTest and fixed SSL management connections. ApplicationRegistry now sets a default actor early, thus allowing plugins such as JMX to make use operational logging at startup time. MBeanInvocationHandlerImpl now sets/removes a management actor around the mbean invocation.

Wire-up producerFlowBlocked attribute to the JMX Connection MBean.  Bolster the ManagedConnectionMBeanTests to test the
correct behaviour of the attribute as a producing session cycles through not blocked -> blocked -> not blocked.

This attribute is temporary; eventually we need attribute(s) that expose the 'blocked' or 'credit' status of both
consuming and producing sessions.

NO-JIRA: Queues now support a description attribute which can be specified at queue declaration time (x-qpid-description argument) either via AMQP (QueueDeclare) or JMX (ManagedBroker#createNewQueue). After queue declaration time, queue description is maintainable via JMX ManagedQueue#setDescription. It can be queried via AMQ QueueQuery.

Workarounds for the historic mis-use of owner as a description:

ManagedBroker#createNewQueue has been changed to map the owner actual parameter into the description
argument.  BDB V5 to V6 store upgrade will move the contents of the owner field to the description
argument for all non-exclusive queues. These workarounds can be disabled by system property.

Updated JMX minor version by one.
