QPID-4832: Split 0.8 python test DefaultExchangeRuleTests.testDefaultExchange into 2 tests:
testDefaultExchange testing that queue is automatically bound to a default exchange
testDefaultExchangeExplicitBind testing explicit queue bind on a default exchange
Exclude testDefaultExchangeExplicitBind from Java Broker python test profile
