Subject: Added qpid::InlineVector - std::vector with inline storage to avoid
 heap allocation for small vectors.

Made SequenceNumberSet : public InlineVector<SequenceNumber, 2>

In 100k perftest reduces heap allocation in client by  40%, broker 9%.
