renders "BETWEEN SYMMETRIC".  Also added a new negation operator
"notbetween_op", which now allows an expression like ``~col.between(x, y)``
to render as "col NOT BETWEEN x AND y", rather than a parentheiszed NOT
string.  fixes #2990
