There is a circular import loop between testtools and fixtures,
which is fine, but we need to define gather_details before importing
fixtures.

Correct docs for skip deprecation

The docs said that the skip method didn't emit a warning, but it
does since 9e43c3c.

Add matchers for detecting emitted warnings.
