* fixed FileNotFoundError when directory isn't writable (#1640)

 - when using docker, if `user_data_dir()` isn't writable directory,
   `default_data_dir()` use `system temp directory` + `virtualenv`.
   for example, tempdir is `/tmp`, it use `/tmp/virtualenv`
