Bump pyparsing (vendored) to 3.0.9 (#3453)
In issue 3451 we were notified that having pyparsing>=3.0.9 installed at the
same time as setuptools might cause some bugs.
This change is an attempt to quickly fix that problem by updating the
bundled version of pyparsing.
