rabbit_ssl: Move most functions to `rabbit_cert_info` in rabbitmq-common
Those functions do not depend on the broker itself, so they are safe to
be moved to rabbitmq-common.
Those functions are used by rabbitmq-erlang-client. So moving them
resolves one more dependency of the client on the broker.
