Change the new version format from:
[{local, [...]},
{mnesia, [...]}].
to:
[{rabbit, [{local, [...]},
{mnesia, [...]}]}].
This is to allow for future work allowing plugins to own upgrades (that
can be ignored if the plugin is uninstalled), without having to change
the format *again*.
