rabbitmq-server: maintainer update to 2.3.1; see #28254
Additionally:
'I simplified how the manpages were installed (using
"`xinstall -W`" to install multiple files to the same destination
directory at once), and simplified how the checksums were specified
(listing each filename only once).'
