Makefile: Remove the `$(PLUGINS)` variable
Now that plugins have an explicit dependency to rabbitmq-common and
rabbitmq-server, using `$(PLUGINS)` recreates the circular dependency
being fixed.
This facility will be replaced by a proper mechanism.
