* gnu/java/security/der/DERValue.java
(getValueAs): new method.
* gnu/java/security/x509/ext/PrivateKeyUsagePeriod.java
(<init>): read both dates with 'DERValue.getValueAs', with
'GENERALIZED_TIME' as the argument.
