Obey lexical-binding in interactive evaluation commands.

* lisp/simple.el (eval-expression): Use new eval arg to obey lexical-binding.
* src/eval.c (Feval): Add `lexical' argument. Adjust callers.
(Ffuncall, eval_sub): Avoid goto.
