imagebuild: tinyipa: Build sha256 checksum files
Build sha256 checksum files which will be uploaded by the publish jobs
to https://tarballs.openstack.org/ironic-python-agent/tinyipa/files/
to provide a way to verify the integrity of the tinyipa builds.
