Replace :doc: markup with :ref: to have sphinx keep track of where the files move and generate valid hyperlinks. Add a few toctrees and index pages for the new directories. * Doc: Add optional command specs processRichard Theis2015-12-141-0/+43
The developer documentation has been updated to include an optional command specs process. This process may be used to work out the specifications for new commands, objects and actions before their implementation.
