BUG: Ensure equality/identity comparison with `__array_function__` (#21071)
* BUG: Ensure equality/identity comparison with `__array_function__`
Special-casing is needed to ensure the correct public API is passed to
`__array_function__` when `like=` kwarg is present.
* TST: Add check for `__array_function__` equality with `like=` kwarg
* MAINT: Simplify `like=` kwarg special-case for function comparison
