NaN and Inf in arrays print always as NaN or Inf (not platform-dependent)
- strings used for NaN and Inf can be set with `set_printoptions`
- `get_printoptions` returns a dict instead of a tuple now
- an array of complex longfloats prints negative imaginary components
correctly (no more 1--2j).
- minor cleanups to use Python 2.3 idioms
