MAIN: Minor include rationalization.

- Replace "Python.h" by <Python.h>
- Replace "structmember.h" by <structmember.h>
- Replace <npy_config> by "npy_config"
- Define PY_SSIZE_T_CLEAN before all Python.h includes in .c files.
