BUG: fix distutils/cpuinfo.py:getoutput()
If getstatusoutput() throws an exception, getoutput() tries to catch it,
but then crashes with:
UnboundLocalError: local variable 'output' referenced before assignment
because it tries to return the non-existent result of getstatusoutput().
