ci(tox.ini): add COLORTERM to passenv
This is required for [kitty](https://sw.kovidgoyal.net/kitty/), which
uses TERM=xterm-kitty, which is not detected as being a colored
terminal, without its `COLORTERM=truecolor` also being passed [1].
